Identification of New Language Minority Students
  • Home Language Survey must be completed by the staff at the time of enrollment of new language minority students.
  • The enrollment secretary must notify the ESL teachers to schedule the English proficiency placement testing for the new language minority students.

 


State-Approved English Language Proficiency Assessment & Placement Test

  • LAS Links (Language Assessment Scales Links) is the only state-approved language proficiency assessment.
  • All new Lanugage Minority students must be assessed with the LAS Links Placement Test within 30 days from start of school year, thereafter, within 2 weeks of enrollment.
  • All students who have been identified as Limited English Proficient are required to be assessed annually with the LAS Links assessment in spring.
  • LEP students with English proficiency level 1, 2 and 3 in grades 1-6 enrolled in schools without ESL services should be strongly encouraged to enroll in the magnet school where the student can enroll in ESL program.
  • Students must be placed in age and grade appropriate classroom regardless of English proficiency level.

 


ILP (Individual Learning Plan) For English Language Learners

  • Required for all students at English language proficiency levels 1,2,3 and 4
  • ESL staff fills out ILP for all Limited English Proficient students, and distributes copies to every teacher who has the English Language Learners in the classroom.
  • Implementation can begin immediately on the items referring to common classroom procedures.
  • ESL staff monitors implementation of ILP through observation and consultation with teachers.

ELP Standards

  • Indiana Department of Education has published K-12 English Language Proficiency Standards online and in booklet form. The standards are detailed by LEP level for each grade. These standards can be highly useful now for ESL and mainstream teachers in the development of lesson plans that incorporate ILPs.
